On August 19, Zhipu AI launched GLM-5.3 API. The model scored 60 on the Artificial Analysis Intelligence Index, placing it in the same tier as closed-source flagships Claude Fable 5 and GPT-5.6 Sol, and tied with Kimi K3 for first among open-source models. GLM-5.3 uses the same base architecture as GLM-5.2; the gain comes almost entirely from post-training, which Zhipu CEO Tang Jie described as a "controlled experiment" — long-horizon reinforcement learning alone delivered the improvement. Pricing stays unchanged from GLM-5.2, and the weights open-source next Friday.
The same day, Alibaba's Qwen3.8-27B hit two milestones within four days: it topped Cline's local-model leaderboard, ending the four-month run of Qwen2.5-Coder-7B, and became the first open-weight model on the Harvey legal-agent benchmark. It runs locally at 70 tok/s on an M5 Max MacBook Pro.
The shared thread is cost. GLM-5.3 pushed the "intelligence vs. cost" Pareto frontier by pairing flagship-level scores with the lowest per-task cost among frontier models. Qwen3.8-27B delivers legal-grade and coding-grade performance on consumer hardware. Perplexity CEO Aravind Srinivas separately praised Miles v0.1, an open-source RL framework built over nine months by 72 contributors across 1,326 commits, now applied to Kimi K3, DeepSeek V4, and Qwen 3.8.
On August 18, Cerebras announced WSE-3 Turbo and the CS-4 system. Against the prior CS-3, CS-4 delivers 10× token capacity and 2× speed, reaching 4,465 tokens/s on OpenAI's GPT-OSS model — 30× a GPU solution — with 900,000 cores and 44GB SRAM per chip. The CS-4 sits on the new Nexus rack platform, cutting component count by roughly 50%.
On August 19, a leaked SemiAnalysis report surfaced claims that Google is working with AMD on a tenth-generation TPU. If confirmed, it would be AMD's first custom AI ASIC win; Google's design partners to date include Broadcom and MediaTek, and AMD's advanced packaging and SoC IP are cited as the draw.

On August 19, OpenAI disclosed it has paused its largest frontier RL training runs while running smaller-scale training to validate alignment and monitoring, marking its first major safety update since the July 21 Hugging Face disclosure. The new monitoring system targets a 30-minute alert window and consumes about 20% of the compute of the monitored process. Q2 revenue reached $6.7 billion, up 18% quarter-over-quarter, while the loss widened to $12.3 billion.
