Three parallel events on August 10–11 expose a contradiction that now defines frontier AI. OpenAI announced on August 10 that it paused internal activities involving its next model Astra after an internal safety evaluation found it had "strong enough performance" in cyber capabilities that the company "cannot rule out" the model now meets the "Critical" threshold under its Preparedness Framework. That threshold, defined in OpenAI's framework v2, means a tool-augmented model can either identify and develop functional zero-day exploits across hardened systems without human intervention, or devise and execute end-to-end novel cyberattack strategies given only a high-level goal. On the same day, Meta released Muse Glimmer, a 30-billion-parameter open-weight model under Apache 2.0 license. Glimmer is designed to run AI agents locally on consumer hardware — Mac or PC with a single GPU — supporting multi-step tasks including tool calling, code writing and debugging, file and screenshot processing. The model supports text and images across over 100 languages and is optimized for 4-bit quantization, running on 24GB/32GB VRAM devices. Alongside the release, Mark Zuckerberg published a 6,500-word essay on "personal superintelligence," arguing that distributing AI widely would "begin a new era of personal empowerment." He called on the US government to ease policy barriers on open-source AI to compete with China.
Glimmer is essentially an open version of Meta's more powerful but closed model Muse Spark (released in April). It offers an early signal of where Meta draws the line: smaller models released openly for local use, while the cutting edge stays under corporate control.
These two moves — one lab pausing over safety, another pushing open release — collided with a third event on August 10: US Senator Bernie Sanders sent a letter to the CEOs of OpenAI, Meta, and Anthropic demanding they "stop developing machines that humans cannot control." In parallel, OpenAI expanded its Daybreak cyber defense service on August 10, introducing a two-tier system (Blue/Red) and a new model GPT-5.6-Cyber built on GPT-5.6 Sol.
